All cycle dealers shall make and maintain a record of all sales of cycles within the limits of the city, containing the following information: A.
The name and address of the cycle dealer.
B.
The name and address of the purchaser.
C.
The serial or frame number, brand name, model, number of speeds, frame size, wheel size, color, whether new or used, whether a man's or woman's make and such other descriptive items as will assist in identifying the cycle.
D.
Additionally, the record shall include the coded NCIC agency identifier number of the area in which the cycle was sold and the registration number.
