(a)
A permit to begin work for new construction, alteration, removal, demolition or other building operation shall not be issued until the fees prescribed in this section shall have been paid to the department of building inspection or other authorized agency of the city, nor shall an amendment to a permit necessitating an additional fee because of an increase in the estimated cost of the work involved be approved until the additional fee shall have been paid.
(b)
Schedule of permit fees: Building permit fees are to be based on the valuation of the current construction cost as follows:

For projects with a construction value greater than $100,000.00, one-third of the estimated cost of the building permit fee is due upon submission of the building permit application. The remainder of the building permit fee shall be paid upon the issuance of the building permit.
