Sec. 30-29. - Complaints regarding violations.

Whenever a violation of this article occurs or is alleged to have occurred, any person may file a written complaint. Said complaint, stating fully the cause and basis thereof, shall be filed with the director of public works, or designee. The director shall properly record said complaint, investigate and take action as provided by this article.
