What it does
The Planning and Zoning Law requires each city, county, or city and county to prepare and adopt a general plan for its jurisdiction that contains certain mandatory elements, including a housing element. Existing law requires the housing element to contain an assessment of housing needs and an inventory of resources and constraints to meeting those needs. Existing law requires the assessment and inventory to include, among other things, documentation of projections and a quantification of the locality's existing and projected housing needs for all income levels, as defined, and the locality's share of the regional housing need, as specified.
