Public Funds and Financing - As enacted, specifies that certain modification of an outstanding obligation is a refunding of the modified obligation for purposes of compliance with the Local Government Public Obligations Act of 1986; revises the publication requirements for the report issued by the comptroller of the treasury regarding a bond or note issuance by an authority under the Water and Wastewater Treatment Authority and the Regional Water and Wastewater Treatment Authority Acts. - Amends TCA Section 9-21-1001; Section 68-221-611 and Section 68-221-1311.
