Amends the Unified Code of Corrections. Provides that the master record file of the Department of Corrections and the Department of Juvenile Justice of each person committed to the respective Department shall contain ethnic and racial background data and the person's last known complete street address prior to incarceration or legal residence collected in accordance with the No Representation Without Population Act.
