L. 1970, p. 2760), as amended, so as to provide for city council terms and qualifications for office; to provide for election of the city council and mayor; to provide for the powers and duties of the city manager; to provide for the qualifications of the municipal court judges; to provide for a code of ethics; to provide for related matters; to repeal conflicting laws; and for other purposes.
