What it does

(1) The California Constitution authorizes the existence of local governments that can make and enforce ordinances and regulations that are not in conflict with general laws. The California Constitution also requires that general ad valorem property tax revenues be allocated to local jurisdictions in each county in the manner as provided in statute.
