What it does
Provides that each postsecondary educational institution that receives funding from the state may not: (1) exclude a student from participating in or receiving benefits from; or (2) subject a student to discrimination or an official sanction under; an educational program, activity, or division of the postsecondary educational institution on the basis of participating in a protected association. Describes the manner in which state and private postsecondary educational institutions must submit statements of compliance with freedom of speech and association rights to the commission for higher education (commission).
