Directs State Department of Energy to, where appropriate, seek and apply for federal funds, and support other applications for federal funds, to be used to support development and deployment of renewable hydrogen and green electrolytic hydrogen. Directs department to provide education and increase awareness regarding renewable hydrogen and green electrolytic hydrogen. Defines "renewable hydrogen" and "green electrolytic hydrogen."
