Creates the FY2016 and FY2017 Budget Implementation (Revenue) Act. Creates the Illinois Business and Economic Development Corporation Act. Authorizes the Department of Commerce and Economic Opportunity to incorporate the Illinois Business and Economic Development Corporation as a not-for-profit corporation. Creates the Health Insurance Claims Assessment Act. Imposes an assessment of 1% on claims paid by a health insurance carrier or third-party administrator.
