What it does
(1) Existing law prescribes requirements for the disposal of surplus land by a local agency, as defined, and exempts from these requirements exempt surplus land. Existing law defines "exempt surplus land" for these purposes to include, among other things, surplus land that is put out to open, competitive bid by a local agency if specified entities are invited to participate in that competitive bid process. Existing law also requires that exempt surplus land put to an open, competitive bid process under these provisions be used for either (A) a housing development that complies with specified affordability requirements or (B) a mixed-use development that is more than one acre in area and…
