Digest: The Act says the OLCC can let a person work before they get a real permit, makes some people apply for permits and lets the OLCC charge a new fee. Allows the commission to charge a fee for issuance or renewal of a third-party delivery facilitator service permit. \tDeclares an emergency, effective on passage.
