Specifies that proof of identification may not include a document issued by an educational institution. Requires a county voter registration office to perform voter list maintenance within 48 hours of receiving information that requires voter list maintenance activity. Clarifies the circumstances under which an individual may be removed from the computerized list. Requires a county voter registration office to conduct a voter list maintenance program concerning a voter who has not cast a vote in the two most recent general elections.
