Amends the Environmental Protection Act. Provides that rules by the Pollution Control Board must specify that an owner of operator of a CCR surface impoundment shall certify to the Agency that all contractors, subcontractors, and installers utilized to construct, install, modify, or close a CCR surface impoundment in accordance with a permit issued under the Act are participants in specified training programs. Effective immediately. House Floor Amendment No. 1 Replaces everything after the enacting clause. Amends the Environmental Protection Act.
