Amend KRS 6.080 to increase the fine against a disobedient witness or an attempt to corrupt a legislator from $1,000 to $15,000, and allow the Attorney General to bring an enforcement action in either Franklin County or the county in which the accused person resides; amend KRS 11A.060 to reorganize the Executive Branch Ethics Commission, terminating the current membership and increasing the number of members from five to seven, two of which would be appointed by the Governor with the Treasurer, Auditor of Public Accounts, Commissioner of Agriculture, Secretary of State, and Attorney General appointing one member each; amend KRS 11A.080 to require the Executive Branch Ethics Commission to…
