What it does
The Porter-Cologne Water Quality Control Act provides for the regional administration of water quality laws and, for that purpose, divides the state into 9 regions with prescribed boundaries. The act establishes a California regional water quality control board within each region whose activities are overseen by the State Water Resources Control Board. Existing law requires each regional board to formulate and adopt water quality control plans for all areas within the region, as specified. Under existing law a water quality control plan, or a revision of the plan, adopted by a regional board, shall not become effective unless it is approved by the state board, as specified.
