Establishes General Counsel Committee within Legislative Assembly, and directs committee to select General Counsel. Sets forth duties and qualification of General Counsel. \tProvides that duties General Counsel must perform become operative July 1, 2020. \tTakes effect on 91st day following adjournment sine die.
