Extends definition of "education employer" for purposes of statutory public service loan forgiveness program responsibilities to include community colleges and public universities. Alters method of calculating who is considered full-time faculty member at community college or public university for purpose of program to include any faculty member who engages in 30 or more full-time equivalent work hours per week, with each hour of lecture time or classroom time constituting 4.35 full-time equivalent work hours.
