(1) Existing law authorizes certain state or local agencies to establish a mortgage credit certificate program and authorizes an issuer, as defined, to issue mortgage credit certificates by complying with specified requirements set out in state law as well as requirements set out in specified federal acts. Existing law defines terms for those purposes.
