What it does
Prohibits post-secondary institutions of education that are based in Oregon from refusing to provide transcript to current or former student because student owes debt to institution. \tRequires institutions to submit report to Higher Education Coordinating Commission by September 15, 2024, detailing \tpolicies relating to providing transcripts and transcript holds] number of current and former students who owe debt to institution and institution's policy and procedures on phasing out transcript holds.
