What it does
(1) The Planning and Zoning Law requires a city or county to adopt a general plan for land use development within its boundaries that includes, among other things, a housing element. Existing law authorizes a development proponent to submit for approval, and requires a local government to approve, a multifamily housing development, as specified, pursuant to a streamlined, ministerial process if it meets certain objective planning standards.
