Requires Department of Human Services to seek waiver of federal requirements in Supplemental Nutrition Assistance Program in order to allow recipients of Supplemental Nutrition Assistance to receive advance installment payments of tax credit for dependent care expenses. \tSunsets January 1, 2023. \tTakes effect on 91st day following adjournment sine die.
