What it does
Existing law, the California Emergency Services Act, empowers the Governor to proclaim a state of emergency under certain circumstances. Existing law defines a state of emergency to mean the duly proclaimed existence of conditions of disaster or of extreme peril to the safety of persons and property within the state caused by conditions such as, among others, air pollution, fire, flood, and storm.
