Amends the Illinois Finance Authority Act. Changes the definition of "clean energy". Amends the Illinois Power Agency Act. Changes the definitions of "clean energy", "community renewable generation project", "distributed renewable energy generation device", and "renewable energy resources". Provides that the long-term renewable resources procurement plan shall include the procurement of renewable energy credits from new projects in amounts equal to at least 10,000,000 renewable energy credits delivered annually by the end of the 2021 delivery year, and increasing ratably to reach 45,000,000 renewable energy credits delivered annually from new wind, solar, and other renewable energy…
