Requires the Department of Criminal Justice Services (the Department) to establish trainingstandards and publish and periodically update model policies forlaw-enforcement personnel on de-escalation techniques and practices,including guidelines for the use of force continuum and the risksof using neck restraints, such as chokeholds, carotid restraints, and lateral vascular neck restraints.
