Amends the Energy Transition Act. Provides that Climate Works Hubs shall be awarded grants in multi-year increments not to exceed 36 months with the opportunity for grant renewal and modification for subsequent years. Provides that each Climate Works Hub that receives funding from the Energy Transition Assistance Fund shall: recruit, prescreen, and provide preapprenticeship training to equity investment eligible persons; provide training information related to opportunities and certifications relevant to clean energy jobs in the construction and building trades; and provide preapprentices with stipends not less than the State minimum wage unless a higher wage is required by the locality…
