Amend KRS 620.040 to require law enforcement to request a blood, breath, or urine test from a caregiver suspected of being under the influence at the time of a child fatality or near fatality, and to request a search warrant for the test if consent is not given by the caregiver; amend KRS 620.055 to change the number of members on the external child fatality and near fatality review panel from 15 to 17, to include the President of the Kentucky Coroners Association and a medication-assisted treatment provider selected by the Attorney General; require membership of the co-chairs of the Child Welfare Oversight and Advisory Committee instead of the chairs of the House and Senate Health and…
