When reviewing and considering the Major Special Event application, the City Council shall consider the requirements contained in Part 10-530. Special Considerations.

Due to the unique circumstances surrounding each and a Major Special Event, there shall be no presumption that a Special Event shall be approved, or shall be required to be approved, by the City Council, or that a previous approval for a similar Major Special Event shall dictate the course of action that the City Council shall follow. The decision of the City Council shall be final and may not be appealed.
