When a responsible person who, after receiving notification of an administrative hearing as provided in Section 8.14.280 of this chapter, fails to appear at the hearing, the administrative law judge, upon receiving evidence of the alleged violation, shall enter an administrative order requiring the action demanded in the city's notice of violation and summons and granting the city authority to go upon the private property to abate the violation if the responsible person fails to do so by the deadline established in the notice of violation and summons.
