Chapter 13.32 - DISCHARGE AND TREATMENT STANDARDS
Part of the Code of Ordinances of South Salt Lake, UT.
The text
Sections:
13.32.010 - Federal Categorical Pretreatment Standards.#
Upon the promulgation of the Federal Categorical Pretreatment Standard for a particular industrial category, developed pursuant to 40 CFR, Sec. 403.6, the Federal Standard, if more stringent than limitations imposed in this division for sources in that subcategory, shall immediately supersede the limitations imposed in this division. The POTW manager shall notify all affected users of the applicable reporting requirements under 40 CFR, Sec. 403.12.
(Ord. 164 § 2 (§ 2.4), 1985)
13.32.020 - Modification of Federal Categorical Pretreatment Standards.#
Where the POTW's wastewater treatment system achieves consistent removal of pollutants limited by Federal Pretreatment Standards, the POTW may apply to the approval authority for modification of specific limits in the Federal Pretreatment Standards. "Consistent removal" means reduction in the amount of a pollutant or alteration of the nature of the pollutant by the wastewater treatment system to a less toxic or harmless state in the effluent which is achieved by the system in ninety-five (95) percent of the samples taken when measured according to the procedures set forth in Section 403.7 (c) (2) of (Title 40 of the code of Federal Regulations, Part 403)—"General Pretreatment Regulations for Existing and New Sources of Pollution" promulgated pursuant to the Act. The POTW may modify pollutant discharge limits in the Federal Pretreatment Standards if the requirements contained in 40 CFR, Part 403, Section 403.7, are fulfilled and prior approval from the approval authority is obtained.
(Ord. 164 § 2 (§ 2.5), 1985)
13.32.030 - Specific pollutant limitations.#
No person shall discharge wastewater in violation of the pretreatment and discharge standards set forth in the Controlled Limited and Controlled Admissible Pollutants, as established by the POTW from time to time and as set forth in Schedules 1 and 2, copies of which are available in the office of the city recorder.
(Ord. 164 § 2 (§ 2.6), 1985)
13.32.040 - State requirements.#
State requirements and limitations on discharges shall apply in any case where they are more stringent than federal requirements and limitations or those contained in this division.
(Ord. 164 § 2 (§ 2.7), 1985)
13.32.050 - POTW's right of revision.#
The POTW reserves the right to establish more stringent limitations or requirements on discharges to the wastewater disposal system if deemed necessary to comply with the objectives presented in Section 13.04.040 of this code.
(Ord. 164 § 2 (§ 2.8), 1985)
13.32.060 - Discharge limitation calculation.#
A.
Chemicals contained in the incoming water supply will form the base from which the discharge limitation will be computed.
1.
For example: The discharge limitation for copper is .01 mg/l.
Incoming water supply: 1.00 mg/l
Waste discharge: .01 mg/l
Total permitted discharge: 1.01 mg/l
B.
All limitations on discharge are the maximum concentration that may be discharged at any one time.
(Ord. 164 § 2 (part), 1985)
13.32.070 - Discharge limitation change procedure.#
A.
Discharge limitations have been established for regulated chemicals for four distinct reasons:
1.
To protect the collection system and treatment plant;
2.
To protect workers who must maintain and operate the system and treatment works;
3.
To insure that discharge permit requirements will be met at all times;
4.
To prevent accumulation of hazardous materials in solid sludge and compost products.
B.
The discharge limitations set forth in this chapter have been compiled from the best technical information available with a twenty-five (25) percent safety margin.
C.
Any person, firm or corporation that wishes to discharge quantities greater than the limits set forth in this chapter may petition the governing authority of the collection and treatment system for a change in the discharge limits set forth in this chapter.
D.
Every petition shall contain the name and address of the person or entity proposing the change, identification of the chemical and the proposed limits, and clear and convincing evidence that the proposed limit:
1.
Will not harm the collection works and treatment works;
2.
Will not present a hazard to workers who maintain and operate the collection and treatment system;
3.
Will insure compliance with current and future discharge permit conditions;
4.
Will not result in an accumulation of chemical material in solid sludges that will interfere with the disposal or re-use of the sludge materials; and
5.
Will not result in higher costs to the entity which owns, operates and maintains the treatment and collection system.
E.
No discharge at a proposed concentration is permitted until final action by the governing authority establishes the proposed limitations.
(Ord. 164 § 2 (part), 1985)
