Every vehicle found stopped, standing or parked upon the public streets of the city where prohibited by section 6-4-4 and subsection 6-4-5A of this chapter, or where prohibited by any law of the state, and every vehicle abandoned in the streets is hereby declared to be an obstruction in the street and a public nuisance. Such nuisances may be abated as provided in chapter 3 of this title.
