Any person violating this chapter shall be guilty of a Class C misdemeanor, and upon conviction, shall be punished as provided in section 1-4-1 of this code. The parent or guardian of a person younger than sixteen (16) years of age are each jointly and severally responsible with the minor for violation of this chapter.
