10-2-11 - Tree Trimming.#
1.
Kaysville Power and Light may trim trees near power lines in accordance with the ANSI A300 standard Section 5.9.2.1.3 which states:
a.
Trees directly under and growing into or toward facility/utility spaces should be removed or pruned. Such pruning should be done by removing entire branches or by removing branches that have laterals growing into (or once pruned, will grow into) the facility/utility space.
b.
There are different clearance requirements depending on tree species, growth characteristics, and voltage of the line. Tall, fast growing trees like cottonwoods require at least twelve feet (12') of side clearance, at least ten feet (10') of overhanging clearance, and at least fourteen feet (14') of clearance underneath the distribution lines. Tall, slow growing trees like pines, require at least eight feet (8') of side clearance, at least ten feet (10') of overhanging clearance, and at least ten feet (10') of clearance underneath the distribution lines. Some pruning cuts are made at the trunk to reduce the crown and eliminate the main central lead; the rest are pruned to lateral branches large enough to support the remaining limbs. The lateral limbs that are able to be pruned must provide necessary clearance and direct future growth away from the power lines. Kaysville City Power and Light will not top or round over trees.
2.
Under normal circumstances, Kaysville City Power or its tree trimming contractors try to contact the resident at their door. If no one responds, a door card is left stating the time (at least twenty-four (24) hours later) the trees will be trimmed and how to contact the trimmers. The resident may trim the trees, in compliance with the standard.
3.
During a utility-declared emergency, service must be restored as quickly as possible. At such times it may be necessary, because of safety and the urgency of service restoration, to deviate from the notice provision and the use of pruning techniques as defined in this standard. Following the emergency, corrective pruning should be done as necessary.
10-2-12 - Termination of Electrical Service.#
1.
At such time as a utility account is delinquent thirty (30) days, the customer will be notified of the past due and current charges on the next utility bill. If the past due charges are not paid within ten (10) days, a written or emailed notice will be sent to the customer's residence or email address stating that the electrical service will be disconnected on a date specified in the notice.
2.
Notice of Termination.
a.
For terminations occurring between October 1 and March 31, personal notification to the account holder is required at least forty-eight (48) hours prior to the scheduled termination. Personal notification may consist of personal contact, a telephone conversation, a text message or voicemail left at the account holder's telephone number, or an email.
b.
During all other times of the year, the City should make good faith efforts to notify the customer or an adult member of the household of the termination at least forty-eight (48) hours prior to the scheduled termination. Such notice may be made by email, mail, telephone, text message to the account holder's telephone number, or personal visit.
3.
After giving proper notice, power will be disconnected until the account is paid in full, including any applicable fees.
4.
For terminations occurring between October 1 and March 31, a limiter should will be installed to give the customer a small amount of power to run the furnace or small heat source. If the bill is not paid within five (5) days of the limiter being installed, the limiter may be removed and the electrical service will be disconnected without notice until the account and all applicable fees are paid in full.
