The town council hereby finds that it is necessary to establish adequate and uniform regulations governing: (1)
The construction and alteration of sewer lines servicing the town regional wastewater treatment facility;
(2)
The constituents and concentration of pollutants of all wastewater discharged into the town regional wastewater treatment facility.
