To the extent permitted by state law or this chapter, or if authorized by the owner or other party in control of the property, the authorized enforcement agent shall be permitted, upon the presentation of credentials and other documents, as may be required by law, to enter upon privately owned property for the purpose of performing their duties under this article and may make or cause to be made such examinations, inspections, surveys, monitoring, or sampling as the authorized enforcement agent deems reasonably necessary, and shall have access to and copy, at reasonable times, any records that must be kept as required under any applicable permit.
