No fees shall be charged for licenses issued to any person, firm or corporation to sell articles exempted from license by G.L. 1956, §§ 5-11-8 and 5-11-9, or to any person, firm or corporation who shall receive a license from the general treasurer in accordance with the provisions of G.L. 1956, § 5-11-7.
