This chapter is enacted for the purpose of providing necessary regulation for the holding of outdoor musical or entertainment festivals not conducted within a building or an enclosed structure specifically constructed for such a purpose. This need for regulation has been prompted by actions of individuals who in the past have, prior, during and after musical or entertainment festivals, caused the public safety of the city to be in jeopardy.
