(b)
Fee structure. At the time of adoption of this article, the WWMD shall be financed from the ad valorem taxes levied by the Town of Warren. If, in the future, the town opts to operate a sewer utility (enterprise) in which those connected to the sanitary sewer system are charged directly on the basis of usage, the WWMD manager and the town manager may propose to the town council property owner taxes, annual fees and/or other fees as may be necessary for the efficient operation of the WWMD and the provisions of this article, which method of financing shall be approved by town council. Said tax and/or fee shall be based on the total number of OWTS, RIDEM-approved systems and cesspools in the WWMD boundaries and the administrative and technical costs associated with providing the services herein. Any funds so collected or raised for the purposes of implementing this article shall be maintained as an enterprise account, separate from the town's general fund.
(c)
Grant and loan programs. The town, under the authority of the state legislature, shall have the authority to issue bonds or notes, to receive grants, or to assess OWTS owners for the purpose of assisting owners with costs associated with compliance with the WWMD.
