This article shall be applicable to every owner of premises that has a septic system of any type, as well as cesspools, holding tanks and drinking wells within the town. In no way do the provisions of this article abrogate the powers and duties of the Coastal Resources Management Council or the Rhode Island Department of Environmental Management to their responsibilities for the management of wastewater systems.
