The requirements of this article may be waived by the town manager in the case of emergencies such as wind storms, ice storms, pest outbreaks, or other disasters so that they in no way, shall hinder private or public work to restore order in the town. This work shall follow maintenance standards as outlined by the tree warden, public works chief and other municipal officials involved with storm damage clean-up and repair.
