(a)
Restrictions. No horse shall be walked or ridden on any public property except a highway within the town nor allowed to wander or graze on any public property within the town.
(b)
Owner's responsibility. The owner or person in control of a horse shall be responsible for the immediate removal and proper disposal of any excrement discharged from the horse.
