Sec. 54-1. - Purpose of chapter.#
The purpose of this chapter is to ensure that both future and present employees are placed in positions without respect to race, color, religion, politics, sex or other matters unrelated to merit and fitness. This chapter does not apply to appointments made by the town council pursuant to the town Charter, except the town manager, nor to call firefighters, police reserves, temporary or seasonal employees nor to employees working less than 20 hours a week on a regular basis.

Sec. 54-2. - Appointments by town manager; rules and regulations.#
The town manager shall have the power and duty to appoint all administrators and department heads of the town, and all employees subordinate to such department heads, except as otherwise specifically provided by Charter or law. Subject to council adoption, the town manager shall draw and provide all rules and regulations relative to personnel administration except where otherwise provided by Charter, law or contract.
