No person, group of persons or representatives of any charitable organizations, including any benevolent, educational, philanthropic, humane, patriotic, social service, civic or fraternal or religious organizations or persons representing organizations of any kind, nature or purpose whatsoever, shall solicit donations, contributions, subscriptions or memberships or in any other manner solicit within the town without having first received a permit from the police chief pursuant to this article.
