The ordinances shall be arranged by chapters and each subject shall be given a descriptive title and chapter number. Each chapter shall contain numbered sections pertaining to the subject. The numbering of the chapters and sections shall be by arabic numerals and may be cited by numbers separated by a dash, the first number referring to the chapter and the number following the dash referring to the section.
