We, the people of the Town of Exeter, in order to preserve and enhance the freedoms and right of self-government which we have long enjoyed, and to guarantee and transmit that right and those freedoms to future generations, do adopt and establish this Home Rule Charter for the Town of Exeter, pursuant to the power granted to us by the provisions of Article XIII of the Constitution of the State of Rhode Island.
