The text
(a)
The operator of a roominghouse or rooming unit shall be responsible for the supply, maintenance, cleanliness and removal of adequate separate rubbish and garbage storage containers approved as to type and location.
(b)
The occupant of a roominghouse or rooming unit shall be responsible for placing rubbish and garbage in required containers in a clean and sanitary manner.
