(a)
It shall be unlawful for a person to establish, operate, or maintain a hazardous materials establishment without first obtaining a hazardous materials permit from the local agency.
(b)
Owners and operators of permitted hazardous materials establishments shall report in writing any change of ownership, business name or address information within 30 days of the occurrence of the change, and request an amendment to their permit or a new permit.
(c)
No permit issued pursuant to this article shall be transferable.
