The declared purpose of this article is: (1)
To provide for the establishment of a program to monitor and permit establishments where hazardous materials are produced, stored, handled, disposed of, treated, emitted, discharged, or recycled.
(2)
To provide that said program be administered by the city fire department.
(3)
To provide that the fire department be assigned the responsibility to be the emergency response agency and to direct and coordinate emergency response in the event of releases of hazardous materials.
