(a)
No merchandise shall be hoisted or lowered into or out of any building over any street, unless the building inspection division shall have authorized such hoisting or lowering.
(b)
No person shall place or cause to be placed or suspend or cause to be suspended over any street from any house, shop, store, lot or place any goods, wares or merchandise whatsoever.
